A junior ADU is a different product from a standard ADU, and most homeowners have not heard of it. In California a JADU is created within the walls of the existing house rather than as a detached building or a garage conversion, it is capped at 500 square feet, and it is allowed to share a bathroom with the main house. Those rules make it the cheaper and faster route in a lot of cases, particularly on a hillside lot where there is no space or no access to build anything detached.
